Your Business Number Is Already “Spam Risk”. New Regulation Won’t Fix That


We did the math: 8 out of 10 incoming calls most people receive today are flagged “Spam Risk”. Out of pure caution, almost nobody answers a number they don’t recognize anymore — and that includes the number your contact center is calling from.

That’s already the reality facing voice as an outbound sales channel. And in Spain, starting this October, it gets more complicated before it gets better: the new customer-service law (LeySAC) will require every commercial call to be placed from a dedicated “400” number range — clearly distinguishable from a personal or general business line.

On paper, a 400 number looks like a fix: customers can tell a commercial call apart from a personal one. In practice, three conditions change everything:

🚫 No callback. If the customer misses the call, they can’t call it back.

⚠️ Built-in stigma. A customer can block the entire number range after a single unwanted call.

🔁 No continuity. A 400 number can’t be used for customer service — it’s exclusive to outbound commercial calls.

The question every contact center leader has to ask is who can actually use this numbering well. And here’s the paradox: the same LeySAC that stigmatizes the outbound sales call also requires a company to guarantee a real person answering customer-service calls in under three minutes.

Voice as a channel isn’t disappearing. Blind, unverified outbound telemarketing is what’s dying. What’s rising in its place is voice and video service backed by a verified, consented relationship — and a human on the other end when it counts.
